 Baba Aliyev was born in 1877 in Merdekan village of Baku (Azerbaijan). He received elementary education. He became a member of Russian Communist party in 1905. He was organizer of strikes and demonstrations of Hummet Party in Balakhany-Sabunchi workers settlement in 1905-1907 years. In 1910, he was sent to Iran by the Party in order to help the revolutionary movement. Baba Aliyev struggled for creation of Soviet authority in Azerbaijan in 1917-1918, and fled to Astrakhan after failure of Baku Commune, where he acted as the local leader of “Hummet” organization. He took part in forming Soviet rule in Northern Caucasus and Dagestan. In April, 1920 he participated in occupation of Baku by XI Red Army, and held the post of the chief of the Azerbaijani Extraordinary Commission from June, 1920 till October 19 of the same year. He served as the chief of the Revolutionary Tribunal, chief of “Azerbaijan” trust, the chairman of Road Building Committee, and the chairman of Central Committee of Azerbaijan Red Crescent Society during Soviet rule in Azerbaijan. In September, 1920, he participated in I Congress of the people of the East, which was held in Baku. He was elected to the Central Executive Committee of Azerbaijani SSR and ZSFSR.
