Aleksey Agrba was born in 1897 in Lidzava village of Gudauty district of Sukhumi province (present Georgia). A. Agrba graduated from the primary school in his village and the Novo-Afonsky intern school in 1907-1911, and also graduated from pedagogical College in Gudauty. After being educated first at villiage school and then in 1907-1911 years at the boarding school, A.Agrba graduated from the Teachers School in Gudauty. In 1914, he had entered the pedagogical courses in Sukhumi, and in 1916, acquired a profession of popular teacher. From the summer of 1917 till the February Revolution, A.Agrba was teacher in Lidzava village school and during the February Revolution by decision of the village council he was elected as chief of the Public Security Committee. After the October Coup, Agrba was sent to the District Congress of Village Deputies as representative of the Lidzava community. After intrusion of the Georgian Mensheviks into Abkhazia, A.Agrba was in secret contacts with the Bolsheviks and worked at some economic jobs. Being nominated as assistant chief of the Gudauty district militia, A.Agrba however was arrested for revealing his contacts with the Bolsheviks. Incarcerated in prisons of Gudauty, Sukhumi and Kutaisi, A.Agrba was released by the Red Army and sent back to Abkhazia. In 1921-1922, A.Agrba worked as military commissar of Abkhazia. From March 1923, functioned as the people’s commissar for internal affairs and chairman of the State Political Department of Abkhazia, he also was member of province committee and electoral commission of Abkhazia. In October 1923, he was called to Tbilisi and worked in different posts in the State Political Department. In 1929, he was member of the Board of the State Political Department of Georgia and Transcaucasia. At the same year appointed as deputy head of the State Political Department of Azerbiajan, A.Agrba exacuted this post till middle of 1931. During his term in this office A.Agrba as member of the “extraordinary tripartite” participated in violent suppression of popular movement against the Soviet power in Nakhchivan and Nukha-Zakatala regions. In 1930, at the Party Congress A.Agrba was elected as member of the Plenum and Presidium of the Azerbaijan Communist (Bolshevik) Party. In 1933, he was elected as member of the Bureau of the Central Committee of Communist Party and Baku Committee of the Azerbaijan Communist (Bolshevik) Party. From April 1933 till March 1934 he was chief of the State Political Department of the Azerbaijan SSR.
