Aliyev Heydar Alirza ogly: June, 1967 – July, 1969
Heydar Aliyev was born on May 10th, 1923 in Nakhchivan. He graduated from the Nakhchivan Pedagogical Technical School and later on studied at Architecture department of Azerbaijan Industrial Institute (nowadays, Azerbaijan State Oil Academy). From 1941 onwards he worked as a Head of department in NKVD of Nakhchivan ASSR and Nakhchivan Soviet of People’s Commissariats. In 1944, he was appointed to a position in state security services. In 1945, lieutenant Aliyev finished special courses for improvement of professional skills in Baku and returned to continue his service in Nakhchivan. In 1948, senior lieutenant Aliyev received a jubilee medal due to 30th anniversary of Red Army and Navy. In 1949-1950, Heydar Aliyev studied in the higher school of KGB in Leningrad; he graduated with excellent marks and came to Baku. In 1956, captain Aliyev became a Deputy Head of department in KGB of Azerbaijan SSR. Under his direct guidance, “Duel”, “Grey-eyed”, “Naturalist” and other operational enactments were successfully implemented. In 1957, he graduated from History department of Azerbaijan State University. Heydar Aliyev was awarded by KGB leadership due to his perfect service several times. In 1964, he was appointed as a Deputy Head of KGB of Azerbijan. In 1966, he studied in the higher school of KGB named after Dzerzhinsky in Moscow and finished these courses with excellent marks as well. According to decision of the presidium of Supreme Soviet of Azerbaijan SSR, he was appointed as Head of State Security Committee (KGB) of Soviet of Ministers of Azerbaijan SSR on June 21st, 1967 and carried out this duty until July 14th, 1969. Heydar Aliyev contributed greatly to nationalization and training of a generation of professionals in security services of Azerbaijan. He went on to become major-general in security services. Heydar Aliyev was rewarded by Head of KGB of USSR Andropov with a message of thanks and a precious gift due to his perfect service.
Central Committee of Azerbaijan Communist Party appointed Heydar Aliyev as First secretary of Central Committee of Azerbaijan Communist Party on its July, 1969 plenary session. He was elected as a member of Political Bureau of Central Committee of Communist Party of the Soviet Union in December, 1982. He became First deputy chairman of Soviet of Ministers of the USSR. Heydar Aliyev was a deputy of Supreme Soviet of the USSR for 20 years and a deputy chairman of Soviet of Ministers of the USSR for 5 years. In 1987, as a protest against policies conducted by M.Gorbachov and his Political Bureau, he resigned from his posts. As a protest against bloody events of January 20th, 1990 and conflict in Nagorno-Karabakh, he left Communist Party of the Soviet Union in July, 1991. During governmental crisis which happened in May-June of 1993, which could lead to civil war and even loss of independence, Heydar Aliyev regained power as people asked him to do so. He became Chairman of Supreme Soviet of Azerbaijan on June 15th, 1993 and started to fulfill duties of the President of Republic of Azerbaijan on June 24th. He was elected as the president on October 3rd, 1993 and later on re-elected on October 11th, 1998.
More than 30 years of Azerbaijan’s recent history, revival of sociopolitical, economic and cultural life are connected to Heydar Aliyev. In fact, Azerbaijan’s road to independence began in 1969, when he came to power. Heydar Aliyev, secretly opposed ideology of the time and thus did not let national spirit of Azerbaijan to perish, but rather used all opportunities to raise it. Heydar Aliyev removed negative tendencies which leaded to economic and cultural decay. Due to his restless activities a period between 1970 and 1985 became one of the brightest pages in chronicle of Azerbaijan due to scale of changes, character of social and economic reforms, and completely new level of people’s well-being.
Return of Heydar Aliyev to power after restoration of Azerbaijan’s independence resulted in a real turn in sociopolitical, social, economic, scientific, cultural aspects of life, as well as international relations. He started the process of state-building according to scientific bases, international norms and principles. Due to immediate actions taken by him, important steps were taken in order to further form National Army; at the same time, he used all available political and diplomatic means to sign armistice in May, 1994.
Heydar Aliyev used relative stability in Azerbaijan and growing interest towards our country in international arena to sign Contract of the century in September, 1994 – this is a bright manifestation of oil strategy, which forms concept of Azerbaijan’s economic development, prepared by him.
Heydar Aliyev created ideological basis of independent Azerbaijan’s statehood. His activities as political and public figure left a deep impact on history of Azerbaijan and became a school in public governance.
Prominent statesman and national leader of our people Heydar Aliyev died on December 12th, 2003 aged 80.
