 Novruz Rizayev was born in 1886 in Ordubad city of Azerbaijan at the family of employee. He began his activity as worker and could rose to the position of people’s After working in different positions in capacity of party functionary, he was chief of the State Political Department from since May 22, 1927 till October 1929. While working in this position he strongly criticised shortcomings of this agency and paid many efforts to eradicate them. After his dismissal from that position in 1929 Rizayev worked in many other jobs. On October 31, 1937, up to the decision of the NKVD of the Azerbaijan SSR, N.Rizayev was arrested in Alma-Ata city (Kazakhstan) and brought to Baku. Despite of his acquittal by the Military Tribunal of the NKVD troops of the Kazakhstan SSR on August 2, 1939, N.Rizayev was arrested again on January 5, 1940, on the basis of forged documents. On June 30, 1941, the Military Board of the USSR Supreme Court sentenced him to death. On March 19, 1955, he was rehabilitated by the executive order of the Military Board of the USSR Supreme Court.
