|
 Yuvelian Sumbatov (Topuridze) was born in September, 1889 in Kapana village of Abashsk district of Senak region of Kutaisi province (present Georgia). He started his service at the Extraordinary Commission of Azerbaijan in 1920, and worked there till 1927. In 1927-1929 he worked in Baku and Batumi customs. From 1929, he continued his activity in security bodies and till 1947, served at such institutions like State Political Department, National Commissariat of Internal Affairs and Ministry of Internal Affairs. Y.Sumbatov was appointed as deputy head of the State Political Department of Azerbaijan in 1933, from May 1, 1934 till 07 January, 1938 held post of people’s commissar of internal affairs of the Azerbaijan SSR. In 1938-1947, he worked in Moscow at the Ministry of Internal Affairs. Upon retirement from security bodies, he worked deputy chairman of the Council of Ministers of the Azerbaijan SSR in 1947-1953. On July 18, 1953, at the meeting of joint plenum of the Central Committee and Baku Committee of the Communist Party of the Azerbaijan SSR Y.Sumbatov was expelled from the membership in the Central Committee and party; he also was dismissed from the post of deputy chairman of the Council of Ministers. During his term in security bodies of Azerbaijan, Sumbatov was one of the main initiators and executioners of repression against Azeribaijan people.
