 Semen Svigun was born on September 28, 1916, in Stratievka village of Bershad region of Vinnitsa province, in Ukraine. He is ethnic Ukrainian. In 1934-1937, S.Svigun graduated from the historical department of Odessa Pedagogical Institute. After short period of pedagogical activity, he joined service at the security agencies in 1939. In security bodies he held different positions, including deputy chairman of the State Security Committee of the Moldavian SSR in 1951-1955, in 1955-1957 deputy chairman and further in 1957-1963 chairman of the State Security Committee of the Tajikistan SSR. On October 21, 1963, S.Svigun was appointed as a chief of the State Security Committee (KGB) under the Council of Ministers Soviet of the Azerbaijan SSR and worked in this post till 1967.
