 Stepan Yemelyanov was born on December 13, 1902 in Tashliyar village of Takanish region of the Republic of Tatarstan. He is ethnic Russian. After graduating from village school in 1915, S.Yemelyanov engaged in agriculture activity, in 1919-1923 was studying at the Technical College; in 1925 begun to work at the Acid-Carbide factory of «Azneft». In 1928, after working in court system of the People’s Commissariat of Justice of the Azerbaijan SSR, he held position of People's Judge at the Joint Court of Baku. In 1931-1936, he was studying at the Baku Institute of Industry. In 1939-1953, he headed the security bodies of Azerbaijan. In 1956, S.Yemelyanov was arrested and sentenced to 25 years of imprisonment in correctional facilities with confiscation of property. On May, 1970, S.Yemelyanov was amnestied.
